How Iowa City Government Works

A council-manager form of government serving ~75,000 residents since 1853.

🏛 Council-Manager System

The City Council sets policy and appoints a professional City Manager (currently Geoff Fruin, since 2016) who handles day-to-day administration. The council does NOT run city departments directly.

👑 Mayor Selection

The Mayor is NOT directly elected by voters. Instead, the 7 council members select the Mayor from among themselves every 2 years, at the first meeting after new members are sworn in (typically early January).

🗺 Three Districts

Iowa City is divided into Districts A, B, and C. District candidates must live in their district; only district residents vote in district races. Check your voter card for your district under "Ward."
